I can't speak for Europe but Japan hasn't yet mentally recovered from their bubble in the 80s. Their consumers are far more cost conscious than Americans and spend frugally. The older generation especially tends to hoard cash. You've seen some improvement lately but the government has had to be heavy-handed about making people take time off work (so they spend money) and making money easy (little to no interest), and even then they still have had deflation for a long time.
